9:10
لَايَرْقُبُونَفِىمُؤْمِنٍإِلًّاوَلَاذِمَّةًوَأُو۟لَٰٓئِكَهُمُٱلْمُعْتَدُونَ ١٠

Saheeh International

They do not observe toward a believer any pact of kinship or covenant of protection. And it is they who are the transgressors.

Tafseer 'Ibn Kathir' (EN)

لَا يَرْقُبُونَ فِي مُوْمِنٍ إِلااًّ وَلَا ذِمَّةً

evil indeed is that which they used to do, With regard to a believer, they respect not the ties, either of kinship or of covenant!

وَأُوْلَـيِكَ هُمُ الْمُعْتَدُونَ

It is they who are the transgressors.

فَإِن تَابُواْ وَأَقَامُواْ الصَّلَةَ وَاتَوُاْ الزَّكَاةَ فَإِخْوَانُكُمْ فِي الدِّينِ وَنُفَصِّلُ الايَاتِ لِقَوْمٍ يَعْلَمُونَ
