Al-Qasas : 59

28:59
وَمَاكَانَرَبُّكَمُهْلِكَٱلْقُرَىٰحَتَّىٰيَبْعَثَفِىٓأُمِّهَارَسُولًايَتْلُوا۟عَلَيْهِمْءَايَٰتِنَاوَمَاكُنَّامُهْلِكِىٱلْقُرَىٰٓإِلَّاوَأَهْلُهَاظَٰلِمُونَ ٥٩

Saheeh International

And never would your Lord have destroyed the cities until He had sent to their mother a messenger reciting to them Our verses. And We would not destroy the cities except while their people were wrongdoers.

Tafseer 'Baghawy Tafseer' (AR)

( وما كان ربك مهلك القرى ) أي : القرى الكافرة أهلها ، ( حتى يبعث في أمها رسولا ) يعني : في أكبرها وأعظمها رسولا ينذرهم ، وخص الأعظم ببعثة الرسول فيها ، لأن الرسول يبعث إلى الأشراف ، والأشراف يسكنون المدائن ، والمواضع التي هي أم ما حولها ، ( يتلو عليهم آياتنا ) قال مقاتل : يخبرهم الرسول أن العذاب نازل بهم إن لم يؤمنوا ، ( وما كنا مهلكي القرى إلا وأهلها ظالمون ) مشركون ، يريد : أهلكتهم بظلمهم .
