وَحَرَٰمٌعَلَىٰقَرْيَةٍأَهْلَكْنَٰهَآأَنَّهُمْلَايَرْجِعُونَ ٩٥
Saheeh International
And there is prohibition upon [the people of] a city which We have destroyed that they will [ever] return

Tafseer 'Tafsir Kemenag RI' (IN)
(95) Pada ayat ini dijelaskan bahwa tidak mungkinlah bagi penduduk suatu negeri yang telah dibinasakan dengan azab-Nya, bahwa mereka tidak akan kembali kepada-Nya. Maksudnya, kaum yang ingkar dan kafir itu, walaupun sudah dibinasakan dengan azab yang berat di dunia, namun mereka pasti akan kembali kepada Allah di akhirat kelak, lalu dihisab semua amalannya, dan diberi balasan yang setimpal.
